    2. I agree that question 5 is "undo-able".the right answer should be 23.21. But MAYBE they want us to choose the nearest answer possible?

  3. The 2nd question could be slightly confusing because of the position "tenth" indicated by the question instead of the intended "tenths" as in the place value.. Since the number only goes as far as 8 digits, the 10th place would be a 0.
